
Guy is an independent non-executive Director. He was appointed Chairman of Port of Brisbane Pty Ltd on 17 February, 2021.
Guy is currently Chairman of Queensland Sugar Limited, Stahmann Webster Group, and Winson Group, and is a Director of Santos.
Guy had a 23-year career with Shell International in various senior commercial and financial roles. His last two roles were as CFO and Director of Shell Oil US and CFO of Shell Nigeria. He was CFO of Fonterra Co-operative Ltd between 2005 and 2009.
He is a former Chair of Health and Plant Protein Group Limited (2018 to 2021), and a past Director of UGL Limited (2008 to 2017) where he chaired the Health and Safety Committee. Guy is also a former Director of Coffey International (2012 to 2016) and Ludowici Limited (2009 to 2012).
Guy holds a Bachelor of Science (Engineering and Social Studies) (Hons) from the University of Sussex, and is a Member of the Institute of Chartered Accountants of England and Wales, UK.

Stephen joined the PBPL Board in June 2015. With almost 40 years’ experience in a broad range of strategic, functional and customer-facing roles within multi-billion dollar national and international businesses, Stephen has extensive experience backed by strong commercial acumen.
In addition to his PBPL role, he sits on the boards of Queensland Rail and Tasrail, where he is the current Chair. He is also a member of the Townsville Industrial Development Board.
In his executive career, Stephen worked in a range of C-suite and CEO roles with the pre-privatised Queensland Rail and the publicly listed Bradken Ltd.
At Bradken, Stephen had responsibility for differentiated consumable and capital products supplied to global markets in the resources, freight rail and power generation sectors. His role encompassed responsibility for manufacturing facilities world-wide, distributing through an extensive network of sales and service centres in Australasia (including Indonesia, Malaysia and Thailand) Africa, the Americas, China, India and the CIS.
In a career spanning 33 years with Queensland Rail, Stephen worked through every organisational level to build strong national and international business credentials in the transport and logistics sector. Stephen now continues to work with a range of global corporations and governments to advise in the areas of transport, logistics and infrastructure.
He holds a Business Degree from the University of Southern Queensland, majoring in Operations Research and Information Systems, a Graduate Diploma in Transport Management and a Master of Business Degree from the Royal Melbourne Institute of Technology.
He is also a fellow of the Chartered Institute of Transport and Logistics, a Fellow of the Centre for Integrated Engineering Management, and a Graduate Member of the Australian Institute of Company Directors.

Graham Hooper joined the Board of Port of Brisbane Pty Ltd in February 2019. Graham is an independent infrastructure consultant, based in Australia, with 40 years’ experience in port and transport infrastructure worldwide. He has advised governments, financial institutions and private sector infrastructure owners and operators on asset transactions, transport policy and strategy and has been responsible for major project implementation around the world.
Graham also serves as a Non-executive Director of The Tasmanian Ports Corporation. He was a founding Board member of Building Queensland (2015-18) and has previously served as Global Vice-Chairman of the Washington Program of the International Roads Federation.
Graham was formerly Global Managing Director for AECOM’s Transportation Infrastructure business. In the course of his 26 year career with AECOM (1986-2012), Graham held a number of other senior positions including Global Leader of the Ports business, and Market Sector Director for AECOM’s transportation business, and served on the company’s Corporate Development Group, Global Operations Committee and Global Major Projects Risk Review Committee.
Graham is a Fellow of the Institution of Engineers Australia, and holds a degree in Civil Engineering from the University of Sheffield and a Diploma from the Australian Institute of Company Directors.

Matt David joined the Board of Port of Brisbane Pty Ltd (PBPL) in July 2021. Matt is a Principal in QIC’s Global Infrastructure team, where his role covers investment and asset management activities across government, social and transport sub-sectors. QIC’s Global Infrastructure team manages over $20 billion in infrastructure assets.
Matt has over 15 years of experience within the infrastructure sector across both civil engineering and finance roles. Prior to joining QIC, Matt was an Associate Director with Capella Capital focusing on origination, financial advisory and delivery of social, PPP and other concession-based assets. During this time he worked across a range of infrastructure transactions including rail, ports, logistics, convention centres, and social and affordable housing.
Matt is a member of the Board of Directors of Titles Queensland, the company delivering titles registry services as part of the State Government’s Queensland Future Fund initiative. He holds a Bachelor of Engineering (Civil) and Bachelor of Commerce from the University of Queensland.

Jacqui Walters joined the Board of Port of Brisbane Pty Ltd in August 2023. Jacqui is an experienced Senior Executive and non-executive Director who has worked across many industries including transport, infrastructure and professional services. She has a strong international track record in establishing new businesses and organisational reform and transformation. Jacqui has advised local, state and federal government organisations on improving major capital project performance and infrastructure performance.
Jacqui is a non-executive Director and Chair of the Risk and Audit Committee of Slater & Gordon and Development Victoria, and a non-executive Director of not-for-profit organisation, Uniq You. She is a Partner of Era Innovation and Advisory and is the National Rail Manufacturing Advocate.
Jacqui previously served as the inaugural Chair of CleanCo Queensland, a renewable energy generator and retailer, as a non-executive Director of Second Bite and a board member of Building Queensland. She holds a Bachelor of Commerce, is a Certified Practicing Accountant and a Graduate of the Australian Institute of Company Directors.

Gregory Lovell joined the Board of Port of Brisbane Pty Ltd in April 2024 and is an Investment Director in the Caisse de dépôt et placement (CDPQ) infrastructure team. His role includes the investment and management of infrastructure assets across Australia and New Zealand. He is also responsible for the management activities of selected Plenary assets.
Gregory has over 14 years of experience in infrastructure investment, mergers and acquisitions and asset governance, including at Citigroup, Goldman Sachs and Royal Bank of Scotland.
Gregory holds a Bachelor of Commerce, Bachelor of Science and Master of Commerce (Hons) from The University of Melbourne. He also sits on the Board of Directors of Plenary Asia Pacific and six PPP projects (Centre for AgriBioscience, Melbourne Convention Centre, Casey Hospital, South Australian Police and Courts, Single LEAP 1 and Single LEAP 2).

Michael Hanna was appointed to the PBPL Board in November 2024. Michael has worked for more than 25 years in the design, planning, delivery and financing of major infrastructure projects. He is the Head of Infrastructure – Australia at IFM Investors and is responsible for managing the IFM Australian Infrastructure Fund.
Michael represents IFM Investors as a Director of Ausgrid and has previously represented IFM Investors as a Director on the Boards of NSW Ports (Port Botany and Port Kembla); Eastern Distributor (M1 toll-road in Sydney, NSW); Interlink Roads (M5 toll-road in Sydney, NSW); Pacific Hydro (renewable energy business with assets in Australia, Chile and Brazil); Ecogen Energy (power generation business in Victoria); Wyuna Water (public-private partnership in NSW).
Prior to joining IFM Investors Michael held senior executive positions at the Victorian Department of Treasury and Finance and global consulting engineers, Arup in the UK and in Australia.
Michael is a Member of the Australian Institute of Company Directors. He holds a Bachelor of Science, (Honours) from Queen’s University Belfast and a Master of Science in Urban and Regional Planning from the University of Strathclyde, in addition to a Graduate Diploma of Applied Finance and Investment (FINSIA) and a Graduate Certificate of Management from Melbourne Business School.
