Security
Costs
In accordance with the Maritime Transport Security Act 2003, the Corporation is responsible for maritime security of all common user and waterside areas at the Port of Brisbane.
In order to recover costs from security measures implemented and ongoing at the Port of Brisbane, we have a cargo based security charge, which came into effect on 1 January 2005.
The port security charges are:
- Cargo based – similar to the collection and invoicing of harbour dues. All cargo that uses the wharf will be charged.
- User pays – based on relative number of ships
- Reflective of relative risk
- Based on actual costs incurred
- Based on growth to facilitate asset replenishment
Vessel Assessment
An ASIO Risk Assessment has been undertaken to assess all vessel types. Those vessels that have been identified as having a higher relative risk include:- cruise Vessels
- vessels carrying or loading/discharging petroleum products
- gas carriers
- vessels loading/discharging/transiting with high consequence dangerous goods (HCDGs)
Vessels with a lower overall security risk have also been identified, including the majority of bulk cargo carriers.
Port Security Charges
Charges have been calculated to reflect relative risk and time allocation of resources. Please refer to the Port Charges document for more details. These charges are effective as of 1 July 2007.
