Container Weight Declarations

Chain of Responsibility (CoR) lelgislation has a major impact on the port's stakeholders.

Drivers and vehicle owners have traditionally been responsible for breaches of road and transport law, however, other parties often perform the tasks that cause, or contribute to, on-road breaches.

New legislation covering mass, load restraint and driver fatigue has recently been introduced to Queensland. This allows all parties who influence on-road behaviour to be prosecuted for breaches of road transport law. For example, anyone who influences consigning, packing, loading, carrying, driving, or receiving, may be liable.

The new legislation also introduces a new term, and new provisions for a “Container Weight Declaration” (CWD). A CWD must be completed whenever a container is moved by road, including empty containers.

A working group of the Port of Brisbane Landside Logistics Forum has developed a “Guide to Container Weight Declarations” for the benefit of port stakeholders.
